The Spellbinder is obtained from Merlin in Traverse Town after obtaining all seven types of magic. These types are Fire, Ice, Thunder, Blizzard, Gravity, Aero, and Cure.
The earliest you can achieve this is after clearing the first half of Hollow Bastion.

Is Spellbinder Worth Using?
