Twilight Town

You can find Eel in one of the Chinese lunch boxes scattered around town in the Tram Common area of the Neighborhood. Land at the Tram common save point and head towards the center of town.

Here, look for a lunch box in a back alley near the tram tracks.

Hit the lunch box for a random chance to obtain an Eel.

This is the only early-game spot to get Eel from, so warp back from the save point to reset the area whenever you need more.

Kingdom of Corona

You can also obtain Eel from the bubbling spots in various areas with water in the Forest at Kingdom of Corona.

First, warp in from the Tower save point and search the stream flowing across the area for two bubbling spots that give Eel.

From here, head towards the cave behind the save point to reach the Hills area.

Search the pond at the southwestern end to find another bubbling spot that gives Eel.

Then, follow the path up north into the next open area where you can find a larger pond, northeast of the Hills save point.

This pond has multiple bubbling spots you can examine to get more Eel.

Next, warp to the Marsh save point and look for a hidden swamp area to the southeast, not far from the save point.

Search the swamp for a couple of bubbling spots that give more Eel.

And then finally warp to the Thoroughfare save point and cross the bridge behind you to enter the Shore area.

Search the lake here to find another bubbling spot that gives Eel.

Note: The bubbling spots in the Kingdom of Corona spawn randomly in their locations. Just re-enter from the save points if you don’t find the spots on the first go.
